Hard to say without context. I'm not familiar with that city, so I have no reference point for where the vid was shot, or where that a/c was headed wrt to a local airfield.
If that was under centerline-extended, there is no cause for alarm. From the angle posted, he was actually nowhere near the building. C-17 Globemaster IIIs are *really* big, so the parallax probably made it look closer than it was.

They really should tell people about these things.
