On June 30th of this year, immigration reform was essentially dead in the water.
President Barack Obama will not wait any longer for House Republicans to pass an immigration bill, after Speaker John A. Boehner told him he will not allow a vote this year, the president said Monday.

“Last week he informed me that Republicans will continue to block immigration reform at least for the remainder of this year,” Obama said Monday in a Rose Garden statement where he announced he would go it alone on immigration, “without Congress,” as far as he can.

Obama said he believes Boehner when he says he wants to pass an immigration bill, but he hasn’t been able to pass anything despite a year and a half of trying.
As the child immigrant crisis goes from very bad to terribly worse, the President asked for $3.7 Billion in emergency funding to increase border security and to speed up the processing to return these children home. In other words: more judges to enforce the law - which I mentioned on Monday - more detention facilities, and a way to make sure these minors (CHILDREN) are treated humanely. John Boenher responded to the President's request with a possible solution: a study.
Boehner told reporters he would wait for House Appropriations Committee Chairman Harold Rogers and a House border security working group to make recommendations on the request but emphasized that he wanted strong steps taken to secure the border and enforce immigration laws.

"If we don't secure the border, nothing's going to change," Boehner said. "And if you look at the president's request it's all more about continuing to deal with the problem. We've got to do something about sealing the border and ending this problem so that we can move on with the bigger questions in the immigration debate."
In essence, He won't bring up immigration reform because we have a crisis that needs to be studied, or something like that.

The GOP has decided to deal with the border and child migrant crisis by stalling. Back in May, an aide to Speaker Boehner said the following about his reluctantly agreeing to create a new Benghazi Panel:
Boehner’s calculation was, in part, political, according to one House Republican aide. The Speaker was looking to mollify the Tea Party faction of his caucus who were upset with him about a range of issues, including the federal budget and immigration reform.

“There is a whole combination of factors here,” this aide said. “You have the email. But remember Boehner has also gotten a lot of resistance from House Republicans on immigration. He wanted to turn the page on this.” This aide said that Boehner’s view was that, “OK, I am giving you guys this committee, now it’s on you to make this work.”
In essence, John Boehner allowed this panel to help create a further distraction to stop immigration reform from going forward. The article ends with this nugget:
If this committee, however, does not find that smoking gun, then it will also prove the low-key warnings of lawmakers like Rogers and McKeon to have been correct all along. No wonder top Republicans were so reluctant to have it move forward.
Guess what happened this week? Rep. Buck McKeon (R-CA) released the Benghazi transcripts. Surprise - there was no stand down order from SoS Clinton.
Drew Hammill, spokesman for Democratic Leader Nancy Pelosi, released a statement charging, “These transcripts prove that Republicans’ Select Committee to Exploit the Benghazi Tragedy is nothing more than a circus to inflame the most extreme and conspiracy-obsessed elements of their party while raising campaign funds off the deaths of four Americans.

“The investigation by the Armed Services Committee clearly left no stone unturned, but House Republicans are planning to waste millions of additional taxpayer dollars on long-disproved conspiracy theories in the Select Committee. Republicans’ bankrupt priorities are on full display in this farce: they are now wasting more taxpayer funds per day than we spend on either the Veterans Affairs Committee or the Intelligence Committee.”
In other words, the Boehner plan to allow the Trey Gowdy Benghazi panel has backfired as many in their own party feared.

So where does that leave us with the urgent crisis happening now with all of these children coming to the United States? What will the newest distraction be? They have a serious pattern here.
For conservatives, all roads seem to lead to Benghazi, but they have encountered a few distractions along the way.

Earlier in June, Texas Gov. Rick Perry ® suggested that President Obama ignited a new controversy by negotiating for the release of Sgt. Bowe Bergdahl in order to detract from the real VA scandal.

This tactic is not new for the right. Conservatives constantly cry "distraction" when the media covers an issue unrelated to their scandal du jour.
They are running out of excuses, and to be quite honest, had they tried to pass immigration reform, we might not have seen this disaster that has reached a fever pitch which began October of last year.
Since October, more than 52,000 children — most from Central America and many of them unaccompanied by adults — have been taken into custody. That's nearly double last year's total and 10 times the number from 2009.

President Obama has called on Congress to supply nearly $4 billion simply to deal with the problem. In the meantime, U.S. officials are doing what they can to discourage Central Americans from sending their children in the false belief they will readily be admitted to live with relatives. (snip)

The request carefully sidesteps addressing questions of current immigration law. For that reason, debate may be limited to dealing with the immediate crisis, rather than how and whether to change policies.

The Senate Appropriations Committee will hold a hearing on the matter on Thursday. House leaders did not signal immediate approval or disapproval, but Kentucky Republican Rep. Hal Rogers, who chairs the House Appropriations Committee, told Politico, "Plainly, the situation for many of these unaccompanied children is extremely dire, and the United States has both a security and a moral obligation to help solve the crisis at hand."
So once again, we have to deal with a crisis instead of the bigger issue.

Do you remember what was happening here on our American soil last October? From the first of the month until the 16th, our Government was shut down . Instead of doing their job, House Republicans decided to ignore immigration reform and shut the Government down. A week after the Government re-opened (October 24th), President Obama gave a statement about the need for immigration reform.
You know, everybody knows that our current immigration system is broken. Across the political spectrum, people understand this. We've known it for years.
While the President has consistently asked for immigration reform, conservatives want to know why the President isn't doing anything (or not doing enough) about the over 50 thousand children that have come over our borders.

They are running out of excuses to do nothing.

Every scandal they try to create has been a distraction from very real issues with very real consequences. I lay this horrible crisis at the feet of the Republicans who shut it down while this crisis was bubbling to the surface. This is nothing more than the result of doing nothing and ignoring very real problems in our nation. It's not a domestic issue alone. it is an inter-nation crisis that they allowed to happen by doing nothing at all.

But, Benghazi. President bad. *grunt*

and

Raine

Fuck up all around. Why didm;t the inspector just get the plate number after he saw it was turning into a high speed chase?

This driver was rightfully suspended (deactivated) and I think Uber might need better screening. On the other hand, DC is facing a tough lobby from the Taxi in the city.

Hi, everyone!!

Raine, the GOP is not so much interested in governance as victory. It is a sad state of affairs.

The President has to rely on executive actions is this Congress will, to use the names of two past members of Congress, Dolittle and DeLay.

So you see, executive actions BAD, president doing nothing bad. GAK!

It seems creapy at first, but I think it makes sense especially for very poor countries with women that want to control their own reproductive choices.

This part cracked me up:
Although a criminal could hypothetically park his car outside a hospital and hack medical devices to "do evil things," direct attacks on ordinary people's medical devices are very rare, says Radcliffe. Former Vice President Dick Cheney had his doctors remove his pacemaker's wireless capability for security reasons.

Concerning the current topic on Hartmann, I have not seen a UFO. Nor, despite some joking accusations, am I an alien.

If any alien intelligences are aware of us, I would suggest approaching us with caution. We have some people on this planet that may lead credence to the joke that we are the galaxies largest outdoor insane asylum.

For the fourth week in a row, Chicago Public Schools is not posting any jobs. As they have cut 550 teaching jobs a few weeks back, this is not surprising.

I am finding stuff in Boston and the environs. (TriSec, I applied to some earlier English teaching jobs in Waltham.) A friend who is a professor there wants to make some calls for me.

I forgot who said it (my Google-Fu is weak today), but there is a quote that goes something like: "The fact that we have not been contacted by an alien civilization may be proof that there is intelligent life on other worlds."

No details yet, but Mount Sinai serves the West Side of Chciago -- an area hard hit by gun violence. I hope no one dies en route to other hospitals.

So JEh Johnson goes up to testify to the Senate committee about the border issue, tell senators that they are spending money they don't have to enforce the situation and some senator actually says: You don;t need money you need more enforcement.

His statement. In part:
Put plainly, without supplemental funding, in August U.S. Immigration and Customs Enforcement (ICE) will run out of money and DHS would need to divert significant funds from other critical programs just to maintain operations. Likewise, the HHS will be unable to address the influx of children by securing sufficient shelter capacity, leading to more children being held at short term border patrol processing stations for longer periods of time. Going forward, HHS will be unable to set-up more stable, cost-effective arrangements for these children, Border Patrol agents will have to be re-assigned from their border security work to assist at facilities housing children, and ICE will lack the resources needed to sufficiently maintain and expand detention and removal capacity for adults with children who cross the border illegally. Without additional funds, the Department of Justice (DOJ) will be unable to keep pace with its growing caseload, leading to longer wait times for those cases already on the docket. And absent dedicated resources in Central American countries, we will not make progress on the larger drivers of this humanitarian situation. For this reason, supplemental resources are urgently needed to continue forward with the aggressive response that the Administration has deployed to date.
You know, Sequestration forced DHS to cut 5% across the board if I recall correctly. That includes ICE.
