Phil is a long-time environmental activist. He first was elected mayor because he didn't think it was FP & L to place its high power lines through the middle of the city when they said they weren't going to do that. There were some backroom shenanigans between FP & L and the previous mayor in which he said to FP & L sure put those unsightly things through our fair city with no environmental impact statements, because jobs or some shit.

This story reminds me of a book review on Haaretz, where a new novel imagines a second Great Flood due to global climate change. Billions of people die from drowning and disease, while China with its authoritarian government survives as a nation and ONLY loses 20 percent of its population.

I would figure that it is a legally binding arrangement. It does require the state to dissolve since it state sanctioned. :shrug;
