If you have a Windows machine, you can bring up Task Manager and click on the "Processes" tab. That will show you which process(es) is/are eating up all the CPU time.

Palin was in church that day, Kroon said, though he cautioned against attributing Brickner’s views to her.

If you are running a process that does a lot of file I/O (like continuously updating a log), the virus protection could be rescanning the file everytime it's updated. If you know you are doing that you can configure the VirusScan to not check that file type.

It may be the file that's caching the webcam that's getting scanned every time.
Of course - this is all theoretical, especially if this hasn't happened before.
