Election officials in both Democratic and Republican-led states breathed a sigh of relief when the Supreme Court blocked President Donald Trump's sweeping restrictions on mail-in balloting Monday, which they had warned would upend vote-by-mail and potentially disenfranchise millions of voters in the midterms.

Under the rules Trump was trying to impose, the US Postal Service would only deliver ballots if their envelopes had unique barcodes for each voter — a requirement some jurisdictions would have struggled to meet, as they had neither the time nor the funding to replace non-compliant materials. He also wanted to require states to provide their mail voter lists to USPS, with the possibility that entire batches of ballots would be rejected by postal workers if just one envelope did not match the voter information submitted with the agency.

For the third time, the House voted Tuesday to block President Trump from taking further military action against Iran, with seven Republicans breaking with the president.

The vote ended in a 220 to 204 tally, marking a symbolic rebuke of the president over the largely unpopular war.

Tuesday's resolution drew more GOP support than the previous two efforts to limit Mr. Trump's war powers in June and July.

A federal judge again blocked the John F. Kennedy Center for the Performing Arts' Board of Trustees from adding President Trump's name on the building on Tuesday, finding that a proposed resolution to add Mr. Trump's name to the building "bucks a federal court order and a statute Congress enacted."

U.S. District Judge Christopher Cooper sided with Rep. Joyce Beatty, a board member who sued last year over Mr. Trump's changes to the Kennedy Center. Beatty, an Ohio Democrat, argued that the board's recent efforts to recognize the president violate federal law, and her legal team asked Cooper to issue emergency relief blocking the changes.

The Clarity Act failed to move through a key procedural hurdle on Tuesday, serving proponents of the bill, including major players in the cryptocurrency industry and the White House, a major blow in their pursuit of folding the novel currency into the nation's web of financial regulations.

Democrats dealt the bill a mortal blow, but a handful of Republicans with outstanding concerns, including Sens. Susan Collins, R-Maine, Josh Hawley, R-Mo., and Jerry Moran, R-Kan., were not assuaged, either.
