I've been an intelligence practitioner for 20 years. What we're seeing is the *process* of intel in public. It's without precedent.
Here are a few principles that guide intelligence, something most know nothing about.
First, you start with ignorance and work from there.
You have some assumptions about the world, but you know to mistrust them, seek to challenge them.
Now you need sources and analysis.
Sources: All sources suck in some manner, all are wrong in some measure.
Humans are biased, computers malfunction, sensors misfire.
In the intelligence game, all of your sources suck, but you still need to come up with a picture. You collect even more sources that suck.
This isn't to say the source is lying, or the computer is wrong - but you assume that no source is complete, worthy of full confidence.
This is why governments (and businesses) use multiple sources and methods, play them off against each other. This diversifies your picture.
In the US, our intelligence is comprised of a number of agencies, each with their own missions. NGA collects imagery. CIA does human intel.
DIA counts up miltary materiel, NSA collects signals (of all sorts, as you've heard.) INR does intel from State Department's POV.
After 9/11, we decided that they need to talk more, so now we have the Office of the Director of National Intelligence to coordinate.
But the separation of these agencies is very important. They look at the world through different lenses, which means a different picture.
The job of the DNI is to take all of these blurry pictures, see the commonalities, and inform policy makers on what really matters most.
When looking at intel in advance of a huge decision, you want high levels of confidence, meaning, Dude, The Picture Is Getting Less Fuzzy.
To say the picture is getting clearer while maintaining the necessary skepticism, you ask for more sources. More corroboration.
That doesn't mean that you mistrust the first five sources. But if something is a Big Freaking Deal, you say, "OK. What else you got?"
If it's a company, you're maybe talking about a billion-dollar acquisition. In military, it's about security, war. You need high confidence.
You get that confidence from seeing a bunch of pictures get less blurry from a wide variety of sources and methods saying the same thing.
So let's get something clear: When the DNI comes out and says "We have high confidence in this Russian operation," that's tectonic.
These agencies would neither brief the president nor inform the public in strong language were it not for overwhelming data and analysis.
That goes for the Russian interference in the election, and it goes for the kompromat on the PEOTUS. Many sources. Checked and rechecked.
And for what's next? We'll need check and recheck from the intelligence our allies.
"Have we got this right? What are we missing?"
This is actually what I love about this work. You aggressively attack your own intellectual weakness. Assume it's wrong. Because it matters.
So when you see individual sources pop up, assume that they suck! Look for bias! Attack! And keep your head up for what's next.
And as you do so, look for the pattern forming. The blurriness that starts to clarify. The doubts assuaged by overwhelming information.
